With IPO8 and VM PRO how can you configure a dial 0 out of a Hunt Group? "All of our agents are still busy, please continue to hold or if you would like to go to Reception please press 0"

Turn on announcements on the group

Add the group in VMPro and check the queue and still queue options.
Then add a menu in the callflow for both queue and still queue.
Record the greeting.

Then add a transfer action to the group.

BAZINGA!

Under specific start points then groups, add start points for queued and still queued (you'll need announcements on for the group).

Add a menu option with a 0 and a timeout.

Have the 0 transfer to where ever, have the timeout set to 3-5 seconds. If they don't press 0, it will just keep them in the queue.

Your queuing announcements just go on the menu entry prompt.

Just a caveat, make sure that synchronize announcements is not checked for the hunt group or the transfer point will not work.
