CICS 4.1 SIP Calls routed to HOLD from Internal CCR

Hey All,
This is a tough one...well for me that is...I know it will probably be something really simple, but I don't know what that is.

I have a customer with a CICS 4.2 SIP and a Flash Lite, They have the Internal CCR set up with prompts and greetings...when an outside call comes in gets the Prompts, and the caller chooses opt "0" or "1" it will transfer the call to the attendant extension (21 in this case) and the call will ring 4 times. Here's where things go bad, instead of following the "call fwd no answer" to the Lite Mailbox, it puts the call on hold??? I have checked, rechecked, and triple checked things and I am still unsure how this happens...

If I set up option "4" or "5" and have the call come in and choose them to go to the attendant extension it works fine...it's only when option "0" or "1" are used that this auto hold issue happens...any insight on this would be extrememly appreciated.

I know this stuff is ancient, and would love to talk the customer into an upgrade, but I need to try and get this working.

as a test can you set the call forward to 2 rings and see what happens?

I have set up the built in AA for many years (I try to avoid it where possible). If I recall coreectly there is a queue option.

Do they use "Call Park" and still set as "1" at this location?
