Is the best practise for faxing to dedicate a VG224 just for faxing? Seems like a waste of hardware unless there is really a need.

unless you need 24 ports you dont need a VG224. You can always use FXS modules on your voice router assuming you have the open slots, DSP's and your faxes are not many. If you have a lot of faxes then VG is the way to go.
If you are refering to an ATA, you can use them for faxes but they were not intended for that purpose, although people use them for that all the time. Not recommended however.

Yes, we have many fax machines and many analog phones (hospital). I thought a VG224 could do voice and fax, not one or the other. I am being told that it is better to have one dedicated for fax and another for voice. Any thoughts?

Never heard of that, unless you are refering to registering some of the VG's using SCCP and others MGCP. Some voice specific features work only or better with SCCP than MGCP. Then for configuration and maintenance simplicity you would want to split them. But I do have VG224s that use SCCP on some ports and MGCP on others with no issues.
