IP Phones Getting Stuck

I have users who log in and out of phones with their extensions. When the phone is at the screen 'press # to register' it is hosed. If you hit # nothing happens. You either have to reboot the phone or go into the mute 27238# and exit and log in from scratch. This then happens when the user goes back to the original desk. Why would that be happening?

It is a CM5.2.0 with s8730's/G650's.
