DayAA and NightAA from shortcode give number busy

IP Office version 2, firmware 7.0(31)

have a shortcode *65, dial, AA:Day / *66, dial, AA:Night

Display shows: Call: NUMBER BUSY.

Have not configured any AA selections or recordings, just testing the phantom extensions which forward to AA and they ring busy.

Any Ideas?
