How do you make someone an administrator in Unity?

I have a new guy that I need to have admin rights in Unity. I built him an account in Call Manager and for some reason thought that allow him to get into Unity also.

What are the steps to build a new admin in Unity.

Please advise.

Log into Unity web interface.
Select the users mailbox.
go to Edit, Role
Select the administrator role and save.
