What is the option to override a user that is in a call, in order for them to hear an Announcement on the phone speakers?

We use a paging system, called Valcom, and we use it to page all the phones. The only issue I have now is when a person is on a call they can not hear any Announcements.

 What system are you working on (BCM/Succession)? What RLS.?
Usually the Valcom product is used for external page features , while paging over the sets is a system feature(Norstar and BCM).
 If that is the case I do not remember any settings that will allow set paging on a set in use. In situations where this was an issue for a site, we placed an overhead speaker in the proximity so the page could be heard but not so loud as to interrupt the ongoing call.
