I have a BCM 450 r1 which needs password reset. I have tried to remove battery and re-boot with no luck. I have tried serial port with no luck. Is there any Nortel/Avaya distibuter out there to repair/reset? I have copy of all license files for keycodes. Customer is willing to pay whatever at this point.

You will need to get Avaya support inolved.They will need to log into your PC to access the 450. Plus $.

Or re-image the hard drive and program from scratch?

What happened to the password? I had a site where they set up password expiration on all accounts (for the same day). I was able to log in via telephone and set the date back. I was then able to use the old passwords and change them through E manager. Have you tried to log in via telephone?
 If you can perform a level 1 reset, the password will default and then you can try a restore...
