Can remote call forward be set up for a phantom extension or a single line extension?  When we remove the extension from the port we lose call forward.  Customer does not want to purchase additional VT's for out of office employees.

that is the only way i know of... you can do it with an ip office though...may want to suggest the upgrade

You do need to keep the phone plugged into the port for it to call forward on the Partner.  Get them a cheap mls phone.

You do not need a phone connected to call forward-
pick a spare ext and give it call forward #322 xx-1
at ext 10 or 11 program a speed dial for that ext  example 80 with the to be called #
after that at any phone fea 11 xx 80 to activate or cancel fea 11 xx xx
