Disconnect Supervision for Smart Hub Mobile Network

I need some advice on how to achieve disconnect supervision while using a smart hub mobile network to connect an elevator emergency call button to a monitoring company. After the monitoring company hangs-up their end inside the elevator will ring busy then off the hook continuously. This is a critical issue as it involves obtaining elevator certifications for turnover to the owner. Land lines are not an option for a few more months. Any advice would be greatly appreciated.
