Reordering Groups AR 1

We have an old VB5 program which uses ActiveReports 1 build 1,2,0,1057.
I need to modify one of the reports now.  I have added a new group to the 11 groups that are there now.  When I attempt to place the new group into the the position I need in the middle of the 11 others, it will not move up.  If I try moving the others down one each untill the new one floats up to the desired position, the one I try to move jumps all the way to the bottom of the list.  I looked inside the DSR file but the groups are not listed there.
I know that this worked at one time, so I don't know when it ceased working.

Any thoughts?

So I guess I've never set up these condidtions before.  It seems that the reorder tool in AR 1 is sizeable, and that if you size it so that all the groups are visible then it works fine.
I'm sure glad because I was down to trying black magic to get the thing to work......Ooooooooooooo....
