Printing 2 pages on one physical page

In using WP12 and WPX4, I have the page setup as 8.5" wide x 5.5" long (hald of a portrait sheet of paper) because I have a header picture that I need at the top and in the lower half of the page. However, I am not able to print 2 consecutive pages on 1 physical sheet of paper. I've tried multiple print settings with several different printer types. I've even converted to Word and .pdf with the same results. Seems that the printers want to print the two pages side by side, not top to bottom. Any ideas?
