I have an 81c that has a Clock controller QPC471H in net grp 1 shelf 0 that is working fine. However the clock controller in net 1 shelf 1 is not working at all, when I try to enable (enl cc 1 fdl) it it give me a DTI068 that say "System clock generator is not responding" when I do ssck 1 it say UNEQ.I thought it might be the back plane so I swapped it and the cables out for a brand new ones that I happened to have. Still does the same thing.  It's in slot 13 of the net shelf, and is set for cc 1 with the dip switches. Is there something I am missing in the programing. If it means anything I can't enable the conf/tds cards on either shelf.

To the best of my knowledge the 81C is a PBX, not networking gear.
