HP 1018 won't install

I have an HP laserjet 1018 that will not install.  It worked on this PC before but now it does not.
I have removed the HP software in Add/Remove programs and delted the printer from Printers folder.
I've tried reinstallng the printer using the CD that came with it, and also by download the latest driver.
I tested a mouse and a keyboard in all 6 ports to see if they worked and they did.
I tried a new USB cable as well.  I tried all 6 USB plugs on the PC and I get error message:   USB Device Not Recognized.
I tried to install it on a laptop and another desktop PC and they both worked.
I tried the HP printer diagnostic tool and it didn't give me any relevant information.

any suggestions would be appreciated.
