recieve ADAM will not install when installing ISA 2006

I have been dealing with this error all day long.

I installed a fresh Windows Server 2003 EE, without any updates( I read somewhere where you do not want to install SP2). What I have installed is .NET 2.0

I have a WAN NIC
IP: 192.168.1.10
Sub 255.255.255.0
GTWY: 192.168.1.1
DNS: 192.168.1.1

This is my WIFI/LAN Network

Sub: 255.255.255.0
GTWY: 192.168.1.10
DNS: 192.168.1.12

This is my internal R&D Network

After trying multiple times I continually recieve the error:
(0x80074e46) setup failed to install ADAM

This error comes with setting up a replica version which I am not.

Are there other applications or needed services, or opponents I need to install first to allow this beast of an application to run?
