Help with making wordpress nav match my personal site

I am using wordpress for only one link within my personal site, so I am trying to make my wordpress header/nav area match that of my personal site.  For some reason some elements of my personal site appear and others don't, for example the line-bg.gif appears, but it is above the logo.gif image, and then the top border that spans across the very top of the window doesn't appear at all.  I've included the code below, can anyone offer any ideas as to what may be going on?


This is probably a very easy question, so here I go.  I am trying to combine the code below with the code labeled "header.PHP" so that my wordpress blog header looks like my website header.  For some reason, the logo.gif and line-bg.gif image appears, but the line-bg appears above the logo when it should be under it, and even worse the top blue line (#106000) that is supposed to span across the top of the page horizontally doesn't even appear. Could someone please tell me where I should be inserting the below header code into the wordpress code also provided, and if I need to change anything with my website header code in order for it to work?
