Where has my CSS gone?

Where has my CSS gone?

I was (am still) having problems uploading images so I followed a sticky post and uploaded again the wp-includes and wp-admin folders. Now my website is ignoring all CSS and images! I have uploaded again these two folders and have triple checked to see if there are any files missing or uploaded incorrectly. There aren't.

When I go to Themes in the admin panel the two built-in themes that comes with Wordpress don't display the images or CSS either. What I find odd is that when displaying the page source the path to the images is correct and the images exist within said paths, so how come all CSS and images are ignored?

I should add that I have done an upgrade within Admin and reinstalled 2.8.4 automatically. It still has not made a difference.

The only other thing that might be a problem is that the cache of the local server has not updated and that, actually, my website is displaying correctly but I just can't see it. Can anyone confirm for me that looks ok?

Hmmm, just changed chmod to 755 and displaying correctly again. Apologies for the false alert (though I could still do with an answer to this image upload issue).

installed any plugins recently?  some naughty plugins change the perms and/or .htaccess file (for redirects).  the problem might well come back when you change the plugin options and/or upgrade to the latest version etc.
