Having had this problem for over 2 years and blamed it (incorrectly) on vmware originally, I've been looking for an answer sporadically - and finally I have found one with the help of a very knowledgeable/helpful member on another forum:-

Delay is caused by a monitoring dll - mlmon_b.dll, which if removed (from \windows\system32 - I had to do it from outside vista) fixes the problem (have not rigorously tested everything else ok, but what I've tried has worked).
