customize login screen

Hello,
I am trying to customize the login screens for Exchange through ISA. I have made changes to the directory on a local copy that I took from the server.
I know that I have to restart the firewall service in order for the changes to take effect. I would like to minimize the number of times that I have to restart this service, so I would like to view my form changes in advance locally. I can't seem to get the forms to open correctly on my local machine. Is there any way I can replicate the login process so that I can preview these forms locally?
