Can somebody tell me why I can not open up BDE Administrator (Borland Database Engine) from the control panel? When I launch the .exe nothing happens. I have tried reinstalling it but still nothing happens! Any thoughts and suggestions are more than welcome.

Logged in as administrator so should have full access to everything
Windows Server 2003 R2 Enterprise SP2
