Drag and Drop stoped working after SP3 install. 8

I installed windows xp sp3 and I can no longer drag and drop files in explorer or desktop.

Things that work!
Can drag out of Recycle Bin to desktop without problem.
Can drag web link from address bar to desktop to make shortcut without any problem.
Can drag a file into notepad and open it.
Can drag icons to the start menu without any problems.
Can right click and copy and past without any problems.

Things that do not work
Can't drag a file to a folder.
Can't right click drag (no menu will show)
Holding down Ctrl while dragging will show plus sign but does not work.
And while I drag the, ghost icon appears as normal, with the cursor. But just does not copy, or move the file as expected.


FIX...
Remove SP3 and everything returns back to normal.

But you may ask why install SP3 then? Simple, my computer does not automatically Hibernated. This problem is fixed when I install SP3.

ERRR....

Any idea from anyone as to why SP3 is causing this problem?

O and I have read this entire post nothing seemed to work.

Update!

I left the computer running last night. And it never went into Hibernation. So I guess I can remove SP3 if need be. But while it's installed I would like to get the Drag and Drop working.

One other test I have done. I can drag an item out of the control panel to the desktop, and it will crate a shortcut without any problem.

But if I drag (a file to a folder) with the Alt key down it will show the shortcut icon like it's going to create a shortcut. But will not create one.

as to the Hibernation, I would suggest that you check if there is an update for the BIOS...

other than that I have no idea why it would work for my system, and not yours...

Have you tried drag and drop from Safe Mode, or from Normal Mode but as a different user?

Have you tried a different Mouse?

Cannot drag/drop icons or files on desktop or in windows explorer

Drag and drop does work (just not to copy programs) so I have not worried about another mouse.

Safe mode same problems as normal.

Different user accounts same problem.

These programs (do you mean .exe files) are they being dragged from another machine over a Network or similar. If not are they downloaded from the Internet, or how did they end up on your machine?

Have you looked at the IE7/ Tools/ Internet Options/ Security/ Custom Level, settings, there is one in there that pertains to "Drag and Drop, Copy and Paste"?

Does it throw any errors in the Event Viewer when dragging fails?
 
I right clicked on the desktop and selected new text document. Then created a new folder. Attempted to move the file into the folder.

No go...

Can't drag and drop off of my server eather. I did check the IE7 settings and it's enabled.

I'll reading over my event logs now. Will get back on that one.

I can delete a file using delete on the keyboard. Then I can drag the file out of the Recycle bin to the desktop with no problem. But can't drag a file into the recycle bin.

man I have one screwed up system!

Looked over both application and system. Don't see anything related to the dragging and dropping.

Support for SP3 problems is free via the Microsoft Support. It might be worth your while to start an Incident Report and let them have a look at it?

If you had a couple of hours to spend and a few GB of space on your drive, you could try a parallel install of XP, update to SP3, and see if the problem is cured or repeated.

Don't install any unnecessary programs just some virus scanners, keep the parallel installation as simple as possible.

I have the same exact issue as Staples after I installed SP3 - I meaan EXACTLY the same issue where his list of things that work and don't work is identical as mine. I wish I had something helpful to say about it, but the simple fact that I have the identical symptoms as another user means this issue is likely not user error or a unique isolated case. That in itself is sort of helpful, right? (I reaching here...)

If anyone can help with this please do, I would be most greatful. This is the only result I get that describes my problem exactly from google, so this is my last hope.

Does uninstalling SP3 correct the fault, similar to what "StaplesMan" tried?

Have a read of this thread, there are starting to be a few problems with SP3.

Assuming it is a bug in SP3, you may have to wait for Microsoft to fix it. It would help in that matter if you contacted Microsoft and started an Incident Report.

Support for Service Pack issues is free.
 
What phone number do I call to get this free support? I tried the online chat and support but it told me I would have to pay.

Does your help and support work? If you click on Start then Help and support will it start? For some reason ever since I installed my windows XP it has never worked (SP2 or SP3). The service will not start.

I don't see how it's connected. BUT if it was that would be interesting.

You may have to add a registry entry to re-enable this functionality. I just upgraded to SP3 and found using "Process Monitor" that an Internet zone policy was being checked in the registry that doesn't exist. No entry, no policy, so no authorization to drag/drop.

In regedit, go to HKEY_CURRENT_USER/SOFTWARE/Microsoft/Windows/CurrentVersion/Internet Settings/Zones/4.

If there isn't an entry named 180D, then create a new DWORD entry named 180D and set the value to 0.

Yes! I stumbled across this page this morning, and when I got home I saw this last post. I was having the EXACT same problems as Staples and I tried this, now it works. Confirmed fix.
 
Yep that did it for me!

Because it's a Current_User reg key. It will only apply to that user. I attempted to add the same key to local_machine and no go. Does anyone have an idea of how to apply it to all users?

Sorry for the late response. I have removed the Help & Support "feature" using XPLite, so I could not test out your suggestion. Thanks for the thought anyway.

To opieant: A million thanks, I'll pass this on. I've seen a few forums with people having the same problem and even some who would like to disable drag&drop for various reasons, removing this reg key is the tweak they're looking for.

After nearly two months of reading posts, doing regedits and getting to the point of wiping the disc clean and reinstalling the operating system this fixed the problem.

In my case drag and drop did not work only in Windows Explorer. I could d&d icons, words, etc. but no files or folders in Windows Explorer. Dell XPS M1530, Windows XP service pack 3.

This fixed it
