When using Windows Explorer - highlighting a file (or files) and then trying either Right-Click, Ctrl-F10 or using the File menu option results in the window freezing up. The Explorer window can be minimized but it can not be maximized or closed. After a few minutes, it unfreezes so that it can be closed but the file manipulation options never come up.
The other items on the menu all work just fine and dandy. Hover the mouse over the option and the menu items pop right up below the option. But 'File' freezes, just by hovering the mouse over it - clicking it is not required to freeze.

It sounds an issue with context menu handlers.  Below is a pretty good link to help you resolve the issue.  ShellExView, described in 'Method 2', is a very useful tool to help you find the handler(s) that may be causing the problem.

- Right-click is slow or weird behavior caused by context menu handlers

I'll give it a shot.
i did find out that it is not a pc problem , since when I login as a different user the problem does not arise.

If the ShellExView v1.19 - Shell Extensions Manager
http://www.nirsoft.net/utils/shexview.html doesn't help you try a corrupt profile solution.
