Accessing HIS 2000 Remotely...

Ok, here is my scenario.

* HIS 2000 installed on 2003 Server with all updates/SP for both.
* Security set up for three different types of access within SNA Manager Security as follows:
GroupA - Full Control
GroupB - Read (View Only)
GroupC - Read/Manage

* When logged into the server locally with a user account from anyone of these groups, Security is working as expected. YAY!
* When logged into a workstation running SNA Manager, GroupB and GroupC work as expected. GroupA is unable to obtain a write lock on the COM.CFG. No COM.C$$ file created, No COM.LOK file created. Verified that the COM.CFG was not listed in the "Open Files".
* Putting GroupA in the Local Administrators group corrects problem with accessing remotely BUT, this group CANNOT have local admin priviledges due to internal security.

Any Suggestions?
