I am trying to create an "onclick" behavior.  However, when I click the "+" in the server behaviors panel, I don't see anything like this listed.  What am I doing wrong?

onClick is a javascript behaviour therefore needs to be clientside, so its in the general behaviours panel. However you need to select the behaviour you want to happen eg. Open Browser Window, and the make sure it is set on onClick

click on the the link first then your behaviors will be available.
something in line of:
