Prevent them from saving, printing, and everything but viewing

Hi all, I don’t normally post over here it’s not my dep, but you can find me often on the SQL boards. Anyways I have a question. My company formerly supported Corel suite.
Management has since decided that we would go with the Microsoft office suite. It has fallen to us to get the users to convert. My problem falls to those who will not convert and must be pushed. Is there a way that I can?
1. Prevent them from creating new doc in Corel?
2. Force them to convert before they can save?
3. Prevent them from saving?
4. Prevent them from printing any doc from Corel?

I would appreciate any help I can get I’m a programmer and the techs are just getting slaughtered out there.

By the way we have in some cases set the folders to view only but they just start saving to local machine making it worse.
