Is there any way I can make indentation on modes like php mode use one tab instead of two spaces?

Yes: Here's a snippet to consider:

You'll have to create a php-mode hook, and setq your tab-width.  You can ignore the rest of it...

  (c-add-style "PERSONAL" my-c-style t)
  (setq tab-width 3
        indent-tabs-mode nil)
  (c-toggle-auto-hungry-state 1)
