I would like to know how it is possible to create an image like the one in this link where the house has the blue overlay and becomes darker as it moves away from the image..

I know I can airbrush and make transparent, just wanted to know if there is a quick and easy way...

Choose any picture and Edit >>> Fading.

Or you can make a square with the chosen color, change it into picture and make the same.
