OWA Screwed from nowhere

my outlook web access was working fine. then one day someone told me that it no longer works. when i try to go to it, i get this error.

The page cannot be displayed
There is a problem with the page you are trying to reach and it cannot be displayed.

Reboot should fix this (if you can get away with one)

If you can't reboot it, try stopping and starting the World Wide Web publishing service.

I got this error for a while, I beleive I went in and found that the IIS services had stopped. Try restarting them from the IIS Manager.
