How do I fix the problem of the Pasteboard being too big.

When, for unknown reason your pasteboard become massive in height on both the top and bottom of the page, which makes it impossible to scroll through the pages, here is the solution...

File>Export
select Interchange document as the file type.

Once that has completed.

Open the interchange document and you pasteboard will be back to behaving normally.

Keep in mind this process may change line endings etc.
