One way of dynamically resizing a frame is to give your frameset an id:

CODE

<html>
    <frameset id="myFrameset" rows="50%,50%">
        <frame src="file1.html"></frame>
        <frame src="file2.html"></frame>
    </frameset>
</html>

and then use getElementById in your frame code:

CODE

<html>
<body onload="parent.document.getElementById('myFrameset').setAttribute('rows', '75%,25%', 0);">
</body>
</html>
