Why doesn't the control-break sequence work on Cisco routers?

A bug in Microsoft's Kernal on Windows 95, 98, or NT 4.0, prevents the shipped version of HyperTerminal from sending the correct interrupt. To fix this problem you have to download HyperTerminal 5.0 from the Hilgraeve site (free) @ http://www.hilgraeve.com. ; This has saved me a tremendous amount of frustration, and it will do the same for you.
