The following code is written in VFP, but it should translate easily enough to other languages.
It creates the file master.h which can be used as a template from which you can copy as many lines as necessary to build the include file.
Change the word "TOPIC" to suit.
SET TEXTMERGE ON TO ; SYS(5); + ADDBS(SYS(2003)); + [master.h]; NOSHOW
FOR i = 1 TO 9999 DO CASE CASE i = 1 \\#Define TOPIC000<<i>> <<i>> CASE i < 10 \#Define TOPIC000<<i>> <<i>> CASE i < 100 \#Define TOPIC00<<i>> <<i>> CASE i < 1000 \#Define TOPIC0<<i>> <<i>> CASE i <= 9999 \#Define TOPIC<<i>> <<i>> ENDC ENDF
