Take your picture, and make sure it isn't locked. If it is then select all, copy and paste into a new document.

  • Duplicate the layer,

  • goto IMAGE|MODE|GRAYSCALE|DONT' MERGE OR FLATTEN

  • invert the top layer

  • change the top layer to color dodge.

  • then goto FILTER|BLUR|GAUSSIAN BLUR|set it to 5.0 pixels.

  • Merge down, or flatten image!
